Profile

Dr. Uctu received his Ph.D. in Economics from University of Stellenbosch, South Africa. While earning his Ph.D., he served as an Associate Postgraduate Student at the Chinese University of Hong Kong, through the university's exchange program.

His scholarly activity and research focus on innovation systems, biotechnology of developing countries, university-industry links, technology transfer and commercialization, industrial cluster research, and local economic development. His Ph.D. research sought to understand the reconstruction of the regional innovation system in the Western Cape region of South Africa to enhance the biotechnology sector, including legislation altering the role of universities in bridging the gap between research outputs and commercialization through licensing and spin-offs.

Along with his Ph.D. research, he was awarded a prize as one of the best Ph.D. students in South Africa in 2013. In addition to authoring various publications, he also reviews articles for international journals including Industry and Higher Education, and African Journal of Science, Technology, Innovation and Development. Moreover, he is an active external examiner for master's and Ph.D. students at the UKH Business School in Erbil.
