Project: Mosul Maqam Project (Funded by the British Council’s Cultural Protection Fund, in partnership with the UK’s Department for Digital, Culture, Media and Sport.

 

About the Project:

Mosul Maqam, a project in which researchers gather stories of Maqam practitioners and guardians in Mosul. We aim to support the preservation of endangered Mosuli musical heritage for future generations by building a repository for the Mosuli Maqam. Our project also supports innovative ways to create new art forms that speak to younger audiences and open up multiple realities, narratives and futures. About the Cultural Protection Fund (CPF) Evaluation Toolkit: The Monitoring and Evaluation Officer will utilize methodologies and approaches outlined in the British Council's Cultural Protection Fund Evaluation Toolkit to assess the effectiveness and impact of the Mosul Maqam Project.

Duties and Responsibilities:

  1. Evaluation Planning and Design:
    • Develop a comprehensive M&E plan for the Mosul Maqam Project, in line with the principles outlined in the CPF Evaluation Toolkit.
    • Determine appropriate indicators, data collection methods, and evaluation frameworks to measure project outputs, outcomes, and impacts.
  2. Data Collection and Analysis:
    • Implement a mixed-method approach to data collection, incorporating both standard and creative research methods as recommended in the toolkit.
    • Utilize participatory methods such as Most Significant Change (MSC), Cultural Probes, and Ripple-Effects Mapping (REM) to engage beneficiaries and communities in the evaluation process.
    • Collect and analyze qualitative and quantitative data to assess project progress and impact, including measures of heritage outcomes, social/societal impacts, economic impact, and wellbeing.
  3. Reporting and Communication:
    • Prepare regular reports and evaluation findings for project stakeholders, adhering to the reporting structure and content ideas provided in the toolkit.
    • Communicate evaluation results effectively to project team members, partners, funders, and other relevant stakeholders.
    • Ensure transparency and ethical considerations in all aspects of data collection, analysis, and reporting.
  4. Continuous Learning and Improvement:
    • Facilitate learning sessions with project staff and partners to reflect on evaluation findings and identify opportunities for project improvement.
    • Contribute to the adaptive management of the project by providing timely feedback and recommendations based on evaluation results.

Minimal Qualifications:

  • Bachelors or Master's degree in a relevant field (e.g., social sciences, development studies, cultural heritage).
  • Proven experience in monitoring and evaluation, particularly in the context of cultural preservation or development projects.
  • Familiarity with evaluation methodologies and tools, including those outlined in the CPF Evaluation Toolkit.
  • Strong analytical and research skills, with the ability to collect, interpret, and present data effectively.
  • Excellent communication and interpersonal skills, with the ability to engage with diverse stakeholders.
  • Fluency in English and preferably Arabic.
