The Kurdistan Region of Iraq’s nine years of independent oil exports – and by extension Iraq’s two separate oil production and export policies – came to a formal end on March 25, 2023 in response to the International Chamber of Commerce’s (ICC) ruling in Iraq’s favor. The ruling brought Iraq's nine year arbitration case against Turkey over the Iraq-Turkey Pipeline (ITP) Agreements to a close. Almost immediately, the ruling kicked off a flurry of negotiations between Baghdad and Erbil over the way forward. In April the two sides reached an agreement over a new oil revenue sharing mechanism, but Turkey's ongoing refusal to restart oil exports in addition to increasingly complex domestic political dynamics in Iraq have injected considerable ambiguity into the situation. This edition of the Iraq Economic Review examines the implications of the ongoing Baghdad-KRG oil negotiations. The reports explore implications of the deal not only for Iraq's economy but also for different segments of the public.

واقع السياسة والطاقة: تقييم الاتفاق النفطي بين بغداد وأربيل

وضع حكم غرفة التجارة الدولية في ٢٥ مارس/آذار ٢٠٢٣ لصالح العراق حول قضيته التي رفعها ضد تركيا بخصوص خرقها لاتفاقية خط أنابيب العراق-تركيا، نهايةً رسمية لتسع سنوات من تصدير إقليم كوردستان العراق للنفط بشكل مستقل، أو بالأحرى نهايةً لوجود سياستين منفصلتين لتصدير واستيراد النفط في العراق. أنهى ذلك الحكم قضية التحكيم التي رفعها العراق ضد تركيا منذ تسع سنوات لخرقها اتفاقية خط أنابيب العراق-تركيا، ولم يتأخر الأمر ببغداد وأربيل لإطلاق سلسلة مفاوضات حول كيفية المضي قدماً. في نيسان/أبريل وصل الطرفان إلى اتفاق حول آلية جديدة لتقاسم عائدات النفط، لكن استمرار رفض تركيا استئناف التصدير، والتعقد المستمر للوضع السياسي الداخلي في العراق أضاف على الوضع مزيداً من الإبهام. يمعن هذا العدد من نشرة العراق الاقتصادية النظر في تبعات المفاوضات النفطية بين حكومة بغداد وحكومة إقليم كوردستان، ولا تكتفي تقاريره باستكشاف تبعات الاتفاق على اقتصاد العراق فحسب ولكن أيضًا على شرائح مختلفة من الجتمع.
