Clarification statement by the Center for Gender and Development Studies
On April 17th, 2019, Dr. Nazand Begikhani published an article in Rudaw entitled ‘A few truths about the history of the gender centers in Kurdistan,’ making several false claims. Based on the right to respond, we requested that this statement be published in the same spot as the article by Dr. Begikhani was published, in order to straighten the record. The statement was published on Rudaw website on May 8th.
The mentioned article claims that the Center for Gender and Development Studies (CGDS) was founded as a result of a proposal from Dr. Begikhani to Dr. Barham Salih, in his former capacity as Chair of the American University of Iraq, Sulaimani’s (AUIS) Board of Trustees. This claim is false. It is true that Dr. Begikhani submitted a consulting proposal in May 2015, which was received by AUIS leadership and AUIS faculty member Dr. Choman Hardi, but her proposal was rejected because work was already underway and there was no shortage of expertise in gender issues at AUIS.
Dr. Hardi, who had been teaching, researching, and providing training in gender issues at AUIS for one year, was already in the process of establishing a gender studies center. The University continued its effort to finalise the establishment in 2015 of the gender center, as initiated and headed by Dr. Choman Hardi. Our center prides itself that after continuous efforts and with support from AUIS leadership, we initiated the first interdisciplinary gender studies minor in Kurdistan and Iraq in 2017. This consists of 8 classes in the departments of English, Social Sciences, and Math and Science.
The article also claims that CGDS’s success in 2018 at obtaining a grant from the European Union to develop gender studies in MENA was the result of undue intervention by Dr. Barham Salih. This claim is also false. CGDS won this funding from the EU based on the Center’s merits, through a long and complicated application process on which the CGDS team worked for several months. In addition, for Dr. Begikhani to imply that the decision of European Union grant officials could be influenced by any factor outside of the written application is not only an insult to our team, but an insult to the professional grant process that the European Union prides itself on.
CGDS has a dedicated grant writing team that has been successful in obtaining several grants from private individuals as well as foundations and governments. Another major success of this team is obtaining a larger grant which will be announced in the near future. The success of CGDS is due to the dedication of a small team of professionals and volunteers who are working for, in, and with the community. This team dedicates the necessary time and effort to make this engagement successful.
Unfortunately, statements like those in Dr. Begikhani’s article undermine a legitimate and collegial effort which benefits the community. We support different sectors of the community to develop understanding, knowledge, capacity, and policy. Working cooperatively is essential to achieve the important goal of gender equality.

له ڕۆژی حه‌ڤده‌ی نیسانی ٢٠١٩دا، د. نه‌زەند به‌گیخانی لە وتارێکدا بە ناونیشانی ''چه‌ند ڕاستییه‌ك ده‌رباره‌ی مێژووی سه‌نته‌رەکانی جێندەر له كوردستان' کە لە ھەفتەنامەی رووداودا بڵاوكرایەوە چه‌ند بانگەشەیەکی ناڕاستی کردووە. بۆ ڕاستكردنه‌وه‌ی بابه‌ته‌كه و له‌سه‌ر بنه‌مای مافی وەڵامدانەوە، داوامان لە رووداو کرد كه ئهم روونکردنەوەیە له هه‌مان شوێنی وتاره‌كه‌ی د. نەزەند بڵاوبكاتەوه. لە رۆژی ھەشتی مایسدا وەڵامەکەمان لە سایتی رووداو بڵاوبووەوە.
لە وتاره‌كه ئاماژەپێکراوەکەدا بانگەشەی ئەوە کراوە كه گوایه سه‌نته‌ری جێنده‌ر و گه‌شه‌پێدان له ئه‌نجامی پرۆپۆزەلێکی د. نەزەندەوە بۆ د. به‌رهه‌م ساڵح، سه‌رۆكی پێشووی ئه‌نجومه‌نی ئه‌‌میندارانی زانكۆی ئه‌مریكی له عێراق– سلێمانی، دامه‌زرێندراوه. ئەم بانگەشەیە ناڕاستە. ئەوە ڕاسته كه د. نەزەند پرۆپۆزەلێکی راوێژکارانەی پێشكه‌ش كردبوو کە نێردرا بۆ سه‌رۆكایه‌تی زانكۆ و د. چۆمان هه‌ردی، یاریدەدەری پرۆفیسۆر لە زانكۆی ئه‌مریكی، بەڵام پرۆپۆزەڵەکەی ڕه‌تكرایه‌وه چونکە لەو کاتەدا کار بۆ دامەزراندنی سەنتەری جێندەر دەستیپێکردبوو و زانکۆکەشمان گرفتی نەبوونی پسپۆڕیی لەم بوارەدا نەبوو.
د. چۆمان کە ماوەی ساڵێک بوو لە زانکۆی ئەمریکی وانەی جێندەری دەوتەوە، لەم بوارەدا لێکۆڵینەوەی دەکرد و راھێنانی پێشکەشدەکرد، خەریکی دامه‌زراندنی سه‌نته‌رەکە بوو. به دەستپێشخەریی و سه‌رپەرشتیارێتی د. چۆمان هه‌ردی، زانكۆ لەم کاتەدا سەرقاڵی تەواوکردنی پرۆسەی دامه‌زراندنی سه‌نته‌رەکەی بوو. سەنتەرەکەمان شانازی بەوەوە دەکات کە پاش ھەوڵ و کۆششێکی زۆر و ھاوکاریی سەرۆکایەتی زانکۆ، لە ساڵی ٢٠١٧دا بۆ یەکەمجار لە ھەرێمی کوردستان و عێراقدا توانی وانەی جێندەر وەک ماددەی لاوەکی فرەپسپۆڕی (interdisciplinary minor) بخاتە پرۆگرامی خوێندنی ئەکادیمییەوە. ئەم ماددەیەش کە لە ھەشت وانە پێکھاتووە لە بەشەکانی ئەدەبی ئینگلیزی، زانستە کۆمەڵایەتییەکان و بیرکاری و زانست دەوترێتەوە.
لە وتاره‌كه‌دا بانگه‌شه‌ی ئه‌وه‌ش کراوە كه گوایه لە ساڵی ٢٠١٨دا، لە ئه‌نجامی ده‌ستێوه‌ردانی د. به‌رهه‌م ساڵحه‌وە سه‌نته‌ری جێندەر و گەشەپێدان توانیوێتی فەندێک (پشتیوانی دارایی) بۆ خوێندنی جێندەر له زانکۆکانی ڕۆژهه‌ڵاتی ناوه‌ڕاست و باکووری ئەفریقا له‌لایه‌ن یه‌كێتی ئه‌وروپاوه، بەدەستبێنێت. ئهم بانگەشه‌یەش دوورە لە راستییەوە. به‌ده‌ستهێنانی ئەم پشتیوانییە لەلایەن یەکێتی ئەورووپاوە بەبۆنەی شایستەیی و له ده‌رئه‌نجامی پرۆسه‌یه‌كی دوورودرێژ و ئاڵۆزی پرۆپۆزەڵ نووسینەوە بوو كه تیمی سه‌نته‌ره‌كه بۆ ماوەی چەندین مانگ كاریان له‌سه‌ر كرد. ھەروەھا ھێماکردنی د. نەزەند بەوەی کە دەکرێت بڕیاری بەرپرسانی فەند لە یەکێتی ئەورووپا، بە ھەر ھۆکارێک بێت لە دەرەوەی داواکاری نووسراوەوە بگۆڕدرێت، نەک ھەر بێڕێزییە بەرامبەر بە تیمەکەی ئێمە بەڵکوو بێرێزیشە بەرامبەر بەو پرۆسەی فەندوەرگرتنە پیشەییەی کە یەکێتی ئەورووپا شانازیی پێوە دەکات.
سه‌نته‌ری جێندەر و گه‌شه‌پێدان تیمێكی ته‌رخانكراو‌ی هه‌یه بۆ نووسینی پرۆپۆزەڵ کە لە به‌ده‌ستهێنانی چه‌ندین پشتیوانی داراییدا سه‌ركه‌وتوو بووه، لە وێنەی بەخشینی تایبەت و فەندی دامەزراوەیی و حکومی. لە داھاتوویەکی نزیکدا سەرکەوتنێکی دیکەی ئەم تیمە کە بەدەستھێنانی پشتیوانییەکی دارایی گەورەترە، ڕادەگەیەنرێت. سه‌ركه‌وتنی سه‌نته‌رەکەمان لە بەدەستھێنانی فەنددا لە ئه‌نجامی خۆته‌رخانكردنی تیمێكی بچووكی پسپۆڕ و گرووپێکی خۆبه‌خشەوەیە كه له‌گه‌ڵ کۆمەڵگا، له‌ناو کۆمەڵگاوە و بۆ كۆمه‌ڵگا کاردەکەن. تیمه‌كه كات و توانای پێویست ته‌رخانده‌كات بۆ ئەوەی ئهم کار و چالاکییانە سەرکەوتوو بن.
به‌داخه‌وه، ئه‌مجۆره لێدوانانه‌ی وه‌ك له وتاره‌کەی د. نەزەنددا ھاتوون زیان بەو هه‌وڵە هه‌ره‌وەر‌زیی و ڕه‌وایانە دەگەیەنن كه سوودی كۆمه‌ڵگایان تێدایە. ئێمه وەک سه‌نته‌ری جێندەر و گەشەپێدان پشتگیریی سه‌رجه‌م کەرتەکانی گۆمه‌ڵگا ده‌كه‌ین کە کار بۆ په‌ره‌پێدانی تێگه‌یشتن، مەعریفە، توانا و سیاسەتە جێندەرییەکان دەکەن. کاری پێکەوەیی بنەمایەکی جەوھەرییە بۆ بەدەستھێنانی ئامانجە گەورەکەی یەکسانی جێندەریی.
