Sulaimani Forum 2015: Energy Policy; Financial Crisis

The joint pressures of falling oil prices and the attacks by ISIS created a unique opportunity for the governments in Baghdad and Erbil to make a mutually beneficial agreement by late 2014. An oil deal, followed by a 2015 budget deal, have created unprecedented level of agreement between the two governments on oil exports and financial cooperation. However, as the panel debate shows, there are still significant issues to be worked out on both sides.

The panel brought together the Ministers of Finance, and Oil and Naturals Resources of the Kurdistan Regional Government (KRG) and Iraq for an open dialogue on the current state of play between the two governments and challenges faced for further cooperation.
